    My memory and understanding tells me the POL will be issued once all the criteria have been met...DYOR...

    ...the POL can be issued any time WITHIN two years...its already been 13 months i think since the TOL....DYOR...

    ..i am comfortable with my prediction given the intense on site monitoring in place...POL in approx.... 3 months...
