Maybe Carpenter has already struck a deal with RIO.
After all, Carpenter is a politician and what politician do you know of doesn’t give with one hand and take with the other.
Perhaps Carpenter said I'll give you all you need to expand Argyle if you drop Shovelanna.
Delay the announcement so that the two do not appear to be related.
One thing is for certain is that the Minister did a big turnaround in giving RIO the O/K for Argyle.
