I'm thinking the only reason it moved today is that a fund, and probably only one fund, took a larger position. The intraday chart shows one 168k in volume at 11:51am and then 3 smaller buys or around 50k.
So one big buy and then others jumped on the move and pushed it to a higher close.
There have been only 9 days of similar or larger volume in the last 6 months which indicates to me a fairly illiquid stock that has moved generally up, when someone large wants in
Having said that, I hold, because they are well managed and conservatively run business, with some exciting and innovative developments in the pipeline.
