Well sometimes it is to prop up a price, and sometimes to hold down a price.
In this case, when a .22 sale is made, the .215 buy line diminishes, so I think it may represent a buyer at .215 moving up to by the .22.
But this is really just speculation. The volume today has been quite good, almost 8 million, but I agree these small nibbles make the trading especially turgid!
