However, 10,000 litres is but a tear drop really ... say 1/5th of a backyard pool ... 50mm of rain falling on the roof of an average house.

If a discharge pipeline did indeed rupture, it stands to reason it was shut down fairly promptly.

But for context of regulatory fairness it is a good read.
