"Then their should be an education program for the slobs of society on how to dispose of their rubbish in rubbish bins that should be provided by the local shires,"
and, therein lies one of the problems in Oz
Oz is a 'close up' society
if there's a place where people naturally stop at - - and, there's no bins etc.
people will leave rubbish
most councils in Oz respond by -------- placing no parking signs - etc.
they 'fight' nature ---------- they don't seem to understand that humans have a natural path - they, just go some places, they just stop some places and they are actually clean animals - instead of having their rubbish in the car - many throw it out
one can argue if that's good or bad - but, one is merely arguing against nature.
'Open up' societies do it differently -
they observe where people naturally go - where people naturally stop -------------- and - they respond by putting rubbish bins etc. there
they work WITH the nature of humans ---------------------- rather than trying to force change
it's really a simple concept - if humans are doing something naturally - then, work 'with' it - don't swim 'against' the tide
