    It is you who is a little confused, yes you are correct that the Clinton impeachment the Republican controlled House of Representatives decided with a bipartisan vote of 258–176, however that is not what @LoadedDog and I are discussing.

    We are discussing the idea that there was no house vote to have an impeachment. When there clearly was. It was done and is done by the House Judiciary Committee.

    The house do not vote to have an impeachment until the House Judiciary Committee prepare and agree to send the articles of impeachment to the full House for consideration.In Clinton's case, the vote on two articles, grand jury perjury and obstruction of justice, was 21–17, both along party lines. This signalled the move of the articles to the House to vote on the impeachment.

    In the Trump case, the House Judiciary Committee unveiled their articles of impeachment: one for abuse of power and one for obstruction of Congress.[30][31] the Judiciary Committee voted along party lines (23–17) to approve both articles. This signalled the articles of impeachment to move to the full House for consideration where the House of Representatives voted 232–196.
