in 1999, when i was about to return to Sydney after then years OS, Aussies i met OS advised me I would not recognise Sydney when i returned
they were spot on
staying with my parents, the local shopping centre, which includes a regional Centrelink, had many mentally ill people spending their days and nights on the streets
there were never this kinds of people living on the streets before
alot of neglect occurred in the 90's for sure
