If basic operating costs are $4.5m per year, at $750k per deal up front they need to do six agreements per year - or have some of those deals progress further and produce milestone payments. (I'm assuming the $4.5m doesn't include the costs funded by the partners.)
This is certainly feasible, but there's some way to go here even if they secure another agreement this year. And this capital raising will only cover them for another six months.
