I just re-read your post. I'm not sure who you mean by "trumpeted their own method and failed". That could be Ticor but their slag system in South Africa appears to be going OK so I guess you may mean Iluka and its Lurgi/CSIRO NewGenSR project. I think the latest announcement is different to this and aimed at the steel industry if my guess of NZ Steel is correct. If you read that history of NZ steel on the website I found it makes sense.
You may well be right however on the syn rutile plant they are talking about, thats definately different to the last announcement. I don't think its Ticor, and Sons have pulled their heads in so maybe Illuka might be involved, they are the Largest illmentite producer in Australia aren't they?. I don't know if they have given up on NewGenSR but not much news of it has come out since May last year. 30,000 tonne per year looks small for Illuka, if it is them I wouldn't be surprised to see this size changed once it's proved.
