Zijin would most likely obtain funds to develop the project via the Chinese government. This is the case with pretty much all State Owned/Backed Enterprises in China when it comes to large projects. One of the condition to access these funds is that they must have control of the project. In this case the maximum project control is 74%, so the minimum 50.1% project level control would mean they need to control 67.7% of NKP.
State Owned/Backed Enterprises do not get free money from the Central government however they are able to access basically free interest loans. Also under special circumstances these loans can be internally refinanced and extended. its basically the Chinese government developing the thing except they use a front.
