    IMO Ongkili behaved logically until the beggining of July. Up to that point they did not decide whether to go for early elections. So, Ongkili dragged his feet. Those two additional conditions were put only to drag more time and to save face. Ongkili wants to show that he is the boss on the TOL not PSC. Meanwhile, he is causing immesurable damage to Malaysia's future economy by delaying the TOL with no scientific or technical reason. If Lynas have had to jump through hoops, imagine how many hoops Malaysia will have to jump in order to get any new investment in the future.

    His illogical behavior leads me to believe that perhaps he is compensated financially by some organizations that gain from delaying the TOL. Otherwise, I can not explain his behavior.
