Yes, I take your point, the drops in $ terms appear smaller than they do in % terms, for sure.
I can only make an assumption that USA Government is simliar to Australian Government in that they do try and spend/overspend in Q4 of each year to utilise existing budget(s), hence greater growth in receipts in Q4. That's only a guess though of course.
But there is also the different payment methods, annually in advance versus month by month, so that could be coincidental to Q4 timing or related to my above Government reference, not sure?
