"There is no reason to suggest a mineral resource would not become economic as you say" (Fingers xed, 2020). No Mining Project in the history of civilisation has mined 100% of an areas Mineral Resource. If you understood what a mineral resource is, you would already know this.
There are +100 reasons why resources do not transition to the reserve category. Rather than me detailing this to you, i would refer you to Curtin, UNSW, Ballarat, UQ who offer various courses in block modelling, geological uncertainty and JORC who would teach this material in 1st or 2nd year.
Further drilling is one of the +100 methods to increase your Ore Reserves by removing uncertainty. However in underground mining operations and deep underground mining operations like the proposed Cinovec project it will not have as large of a material impact perhapes as other factors.
