INF itself says so in their press release from 14th october. For the moment INF only announced it, but did not yet file officially, as far as I know. Also, there is the question of the plant. The land use plan for the valley (competence of the city council) prohibits any industrial activity in the area. But, the mining authority (regional competence) already granted permissionfor that. Legally it is not clear if the regional mining authority decision can lift the city council's rule. Another conflict to be fought in the courts, I guess. I am afraid, this project still has some legal battles to fight before any digging can start.
