I agree interesting, but I see environmental matters in the true intent as being assessed excluding social and economic, as most of the time the are fighting them. if the report is weighing one against the other I think you'll find this getting approved.
particularly when it's in a part of the world that probably lacks complete governance. large community to benefit from this.
