My interpretation of what you said is that:

* Extraction is currently NOT permitted by the Caceres Urban Planning laws

* Mayor Salaya can change the relevant laws to allow extraction to proceed

* The EU law (due to be enacted on 8 March) overrides all local/regional/national laws

If I am correct in my assessment, barring potential environmental issues, extraction activity is practically a fait accompli.

Salaya is just hanging on til then so he can say "It's out of my hands, I can't stop it", while still giving his blessing. If this is the case, he's far smarter than I gave him credit for.
