the government has no legal footing to stop Amazon from doing what you forecast.
they can't change a constitutional law just to suit one situation.
basically-Canberra is impotent and Amazon are the only players in town with 'balls'.
ps- why would anyone worry about potential taxes lost- we are up Crap creek without a paddle anyway, floating on a 600 billion dollar debt load.
now that is something you can not only chew on, but inadvertently end up with lock jaw.
