It' only one part about participation (or lack of) but likely more importantly - dilution.
My strong sense (impossible to prove empirically) is that on a record ST iron ore futures strip like today (US$126.5/T), had they not placed equity, FEX stock would be trading >20c. Lots of upside still, even with the dilution, but FWIW that is my take.
