Finally, a response that is close to the truth.
Howard dictate that every State, Local and included Federal depts had to be profit motivated and no longer being there as a community service. They had to either privatise or corporatise, otherwise the State's would be punished by being denied a percentage of GST funding.
He also dictated that 15% of electricity generation had to come from renewables by 2015(?).
To achieve these targets it was cheaper and more expedite to give solar rebate to householders and save on capital
expenditure to fulfill these obligations.
At that stage I was working in a State run power station!
