They haven't secured anything yet.....other than $3mill.
As the announcement says.....they can't use $2mill of the money given.
Talk of $20 mill is just that talk.....nothing "secured" yet. It was supposed to take just weeks back in March, still not done and it's 9 months later.
That's not secured....in my books.
