The DERM is using the normal Government Dept delay tactics, you wouldn't believe how finicky they can be, actually probably not the best annalogy, I'd have to say just plain incompetent and bungling would sum it up better.

Lets face it, if Carbon Energy had something dreadful going on with there operation, then the DERM would close them down, "no" it's just no one has the gumption to make a decision, so they keep doing the only thing they know best, looking for ways to delay, this way none of the incompetents get in trouble.

What can AD do about this?

Probably nothing becuase the bureaucracy is set up in the Goverments favour.
