The capper of 4650000 shares at 0.017 has sold about 5 or 6 million shares at 0.016 and cap the remaining of his shares at 0.017 to force other sellers to sell at 0.016 and 0.015 so that he can buy back at 0.015 but I don't think he has a chance. Seems like no one is fooled into his game.
