I heard something similar stories last few years about protection from threats of 'white powder' from osmara's group. World wide there is never enough vaccines to protect everyone, so each govt. buys enough to protect the leaders, those in control, so in the event of a disaster, at least the govt and leaders can control the relief disaster programs on behalf of everyone.

And if you think about it, there already is a shortage, takes a long time to manufacture it, so it sounds reasonable that each country is limited to a minimum or maximum buy order.

I am clutching at straws here, just guesstimate
