onshore/offshore test site

Can anyone tell us what they use the onshore/offshore test site located 300 metres from CWE's headquarters at Fremantle for?

Was it only used for the testing of CETO 3?

Could it be used to test CETO 5 before it is deployed off Garden Island?

Is the reason they have moved the first buoy up to Fremantle, is to undergo final in water testing before deploying off Garden Island?

It may explain the reason that Quenda keeps going to that location from time to time.  It is there at the moment.
