I don't think they can cut off the rest of the world. It's a big export industry for them and likely the current government enforced lull will return to normal.
Europe is coming out of Covid, and the US has trillions to spend on infrastructure.
The IO spot price may not return to $250/t but there is likely strong global demand ahead for some time yet
