I'm dreadfully sorry ------------------- the letter asks the PM - that's the SCOMO bloke to investigate
now - mr SCOMO's job role in this traditionally is to -----
a. pass that letter on to the appropriate authorites
b. stand down the minister pending investigation
c. he may well do some investigation himself - by something really radical like when he's got the aforementioned minister on the PM rug - to ask - 'did you do this?'
you may have a technical point in that he won't be out there looking for semen samples from decades back - BUT - it is SCOMO - the royal SCOMO - who has to act or not act - because the letter states ------------
