Interesting post. Just as an FYI on the 'technologies for brine extraction' there are some coming in, see this company in Canada (where I live) but hoping to operate in nevada:

However you're correct that the Nevada state government have openly stated that large concentration pond permits are pretty much out of the question, thus why many of the majors turned their attention to the lithium triangle (mostly in argentina) in south america.
