Before you start postulating about the incompetence of the EIS, you probably should pre-qualify your position with all your experience running, designing and approving a plant.
It is highly likely that the waste water treatment plant was designed to meet all potential (known) requirements, whilst still fitting into an existing cost assumption.
People have this idea that an EIS is a black and white, pass and fail process, the goal posts move on the whim of external, non related parties.
