As I understand it they do issue infringement ( actually breach of contract as you break the terms of use) notices in private carparks. They are enforceable under contract law but the costs are high and if there are any technical faults it fails. If you read the complaints to the Parking association in UK you can see where they do get it wrong. Poorly signed areas, changes in rules not highlighted, unclear regulations ...
Really I don't get why they are such demons - If I agree to park for an hour and just overstay then they have every right to charge me as I have prohibited the turnover of car spaces which may well mean someone going elsewhere. Why is it always the people who do9nt respect the rules feeling aggrieved? Most of us within reason obey the rules and cop the fine if we don't. That's probably why a high percentage pay the fines,
