It is true that regulations will increase I don't see that as an issue as Smart parking was considered by the association as one of the better operators but all are not friends of parts of the community that don't want to follow the rules. There is even a group of people who will tell you that if your credit card records your name in capital letters that is not you and you can refute them coming after you for non-payment. You will never be loved if you levy fines. What is good however is that regulation will level the playing fields for all. It's not going to go away because if you read the forums the problem can be serious as some of these car parks have been used in the past by commuters going to work and using them as a park and ride. So if you ban the issuing of infringement notices then you, in fact, will end up with some shops becoming the local long-term car park.
As for ASDA I can tell you that they now have Parking Eye who runs their sites now and is considered worse than Smart Parking. Plenty of claims against them especially if you make 2 trips in one day. It seems that the ANPR systems they use lump the entry and exit time from first to last and fines you.
I researched Matalan in 2017 and found one site that had a comment from one of the stores - they stated it was because the ANPR system had made customers unhappy and that their new system Euro carparks would have people manning the carpark so you could deal with the infringement notice with someone in the carpark. I decided that was a business decision which was logical.
This isn't a business that can be loved - the technology yes but even if it supplies the council with a system ultimately the fines go out. There is also an equal number of people who complain that "do the crime and you must pay the fine" as they seem to be frustrated with parking in general. I did research and found that the infringement part wasn't a nice business but it was needed to control a growing problem and that after looking up the forums that have all these "don't pay" beliefs that in fact most that have committed the crime do pay and that all this citing other more vulnerable people who would be prejudiced often masked the fact that the person citing them had multiple fines because they just refused to comply. I suppose much like the TV story around the person who is banned from driving getting behind the wheel again as they see it as their civil rights.
It is a good idea to take profits and I sold half of my holding to really be free carried here but that was luck more than intention. We just have developed a rule to do that when it hits double what we paid which it did about a month ago we sell half to recycle money.
