20 business days notice was given by the builder on the 1st of Feb. The certifier then has up to 3 weeks to certify it's safe etc. So that would have it opening at the lastest by 21st of March. They aren't going to announce an opening date and will open it without fanfare in the middle of the night for safety reasons (to avoid traffic chaos).

On a positive note, this tunnel has received a lot of publicity in Brissie of late. It's been on the 6 o'clock news almost every night for two weeks prompting one reporter to say it's had more openings than hamlet. So, a big tick to the PR guys from rivercity and the council.
