I see.. if I'm reading your analysis correctly - you have only accounted revenue on face value but not taken into account that since signing of the govt contract.. all existing + subsequent new contracts have opted into the government trials, basically shifting from revenue line to government grant line in the PnL.
Applyzer is showing download rankings but I understand if you are trying to use the daily rankings as a proxy for number of downloads (not very accurate assumption though) when comparing the two apps. Higher cumulative rank in this case is actually not a good sign.. as it means that it ranks behind the other app most of the time, over time.
