illiquid, the are two factors that contribute to degradation, time and handling. Coal that has been absent from oxygen for millions of years just wants to oxidise when exposed to it. This can be reduced in stockpiles by compacting the coal to reduce airspaces.
The bigger a stockpile the more it has to be moved to keep pushing it up to the loading conveyor. Each time it is handled it suffers some degradation. The cost of handling also increases the bigger the stockpile and may mean extra equipment is required to maintain loading rates, something that will be very important if the window of opportunity to operate barges is small.
The barge pictured in the report looked small, perhaps Nannook knows what size barges are being used?
