obviously only IMF clients may be obliged to pay IMF a fee, and this would come out if the clients payment, and not affect others. I think IMF is making the valid point that creditors don't really know whether the proferred settlement is a reasonable in terms of the alternatives, and they are turning up the heat on FH and the banks to provide more information so creditors can be fully informed.
