I got one as well as have a few of my contacts so I would say its everyone who will get one. Note that the wording says "they reserve the right not to acept any claims presented".
It will be a "David Tweed" of the insoilvency game trying to get poor mug punters to sign it thinking it is the formal offer. Then if there is a settlment offer they will "accept the claim". Another reason for FH to get off their butts and notify us.
