I don't think there's any problem with complaining to someone at your local ANZ branch, but I doubt the complaint will ever make it to someone who could affect the OP offer amount. Unlikely to get past the person you complain to and their lunch friends.
If you want to let someone know that the offer contained in the proposed scheme is unacceptable you should apply for leave to have your submission heard by the Court. Application for leave must be submitted by May 15; FH notified of your intention by May 13, and you can have your submission heard by Finkelstein on June 11.
