I don't think they will either, but it's not going to be a good perceived image if they do announce it as un-commercial as it will definitely 'look' like the news was leaked, whether it was or not that's how it will look. Whilst no-one likes to see a share in a halt for a long time had I been in PCL's boots I think I would have called a halt before now just to avoid any perception of wrong doing ... JIMO
