I don't think it is insider trading for somebody in the industry (or even outside the industry) to give an opinion with no direct knowledge of management decisions. Anyone is entitled to draw together legitimate research to make an opinion. I'm not a legal eagle so I may be wrong here, but it doesn't seem wrong to me.

There must be plenty of people who could offer information on likely targets and others who could offer public domain information on directors movements, for instance, allowing one to draw the threads together.
