It's obvious.
The offer is subject to a condition (ongoing liscense approval) that would put the share well past the offer price.
Give the history a moment's thought: the price basically halved on the elections, the appointment of Yeo, the (ignored) review and then new conditions and liscense uncertainty.
WtF want to offer way less then the $3 (close enough) that it waswith this history basically neutralised.
