An equity partner coming on board for that amount is buying future cash flows, not a % of capex expended to date. SFX have defined the project and gained all required approvals to deliver the project, there is value in this greater than the physical $ expended by the company.
Looks as though a holder over the last week isn't of the belief that the company and their adviser - UBS will execute on a positive outcome for the company anytime soon. Can't blame them really, this process has dragged on for far too long and with the company looking to have this wrapped up by year end, time is of the essence to appease shareholders.
