My understanding is that it may go for a third reading (I maybe wrong as no expert), would then go to the Senate for similar process ie 3 readings. Then goes to Governor General then is law. My prediction is that the parliamentary side of it can be done by 31.7.19. There is another sitting day 1/8/19 if needed - then none until September, which would be too late for TL government (see below).
GG bit is purely process and should not take time.
Governement is keen to get Bills passed so that Timor Leste government have it before their 20th anniversary 30/8/19.
CVN can then get its agreements signed off and perhaps farm out.
All have vested interest in getting this done.
