Looks like they are having more trouble with their technology, the announcement said the wanted funds were for:-

"upgrade selected camera sites'
and
"funding for development of upgrades for its RLC and speed camera technologies"

Boy I must be dumb, I thought their technology was far and away already the world's best?

Not sure if RDF would want any of their contracts, they have won business purely by quoting very cheaply, in some cases it appears to be below the cost of providing the service. A number of unhappy clients just like the old Poltech story.
