Isn't the majority of the much bigger entitlement offer for institutional investors? About 3 institutional for every 1 retail. As retail investors, we will know the results on Friday I believe.

There was a special $10 million placement offer which, given that OPT didn't need cash right now, does suggest a special carve-out deal for a one-off special and mysterious investors/entities, love to know other speculations on this.
