Yes - you are correct.
It's just that I can't get cable TV (in outer Melbourne) and I know that they ran out of funds very quickly when they were trying to cover all of Melbourne - so I see huge problems in laying cable to even half of Australia.
My understanding is that even relatively small countries like Korea, Japan and in Scandinavian haven't gone as far as some are proposing for a country the size of australia.
