If it were at some point possible to do almost all of the population within a a month or two, would that improve the effectiveness of the vaccine?

Would a slower release give the virus sufficient time to evolve around the vaccine?

If Vitoria can get things under control vaccination of "tested" incoming travellers (in the first instance) could be the go.

Any other thoughts out there?
