The process is well worn, but it does regularly take the full amount of time.

Keep in mind that the federal government have to review the approval recommendation from the State and provide a recommendation to the Minister. These things aren't done lightly, have some patience, it's close now.
Side note: I wouldn't worry about the tracker on the website.. it's got limited stages, and probably just hasn't been updated.
