i am not so sure it is panic selling
the link to the story you provided is back from May 2012.
If one is signing a MOU, one better have the "guts" of the deal resolved. Having numerous parties, while it complicates things, really makes no difference at all if the original MOU was properly negotiated
I suspect that the original MOU has been trashed and they all running around behind the scenes to reach some agreement, it should not take this long unless a party(ies) have shifted position since May
That would explain why PB and others are all over the place
We have to assume that it is over or the deal will be worse for NDO than outlined in the MOU, but this comes back to the NDO board ability to execute
There will be more downside here before this whole mess is resolved
