Subject to the prospectus it appears that the NEW options will only be offered to those who hold as at 30/06/2016. However, they may consider a shortfall offer whereby if all are options are not taken up others may be offered the chance to take up more. This ensures that they will raise the full $700k expected. However, the details will be clearer once the prospectus is out. Yes according to the announcement they are on a one to one basis.
