The options listed in section 7.7 have been issued (so are already "released" and "going ahead") and are unquoted. Whether or not they get exercised is up to the holders and the share price. They don't need to be quoted (ie listed on the stock exchange) before being exercised.
I found your question confusing. This isn't a list of what the directors are thinking of doing but a list of all outstanding options previously issued for various reasons to various recipients.
